heya here is your answer
Under diarchy provincial list was divided in to reserved and transferred. The reserved subjects were police, land revenue, administration which were under the exclusive control of the governor and distributed to his executive council. where as transferred subjects were of less importance like local self government, sanitation health etc which were under the control of the elected ministers.
The main reasons for its failure are
1. Governor had overriding financial powers. The ministers did not have full powers over their departments. The allocation of funds to their departments were decided by others.
2.The interaction between reserved and transferred subjects was difficult and in practice a distinction between the two sections was faulty. As Agriculture was a transferred subject while irrigation was reserved
3. Bureaucracy was responsible for secretary of state not ministers

Answer:
Concept:
Diarchy refers to a system with two governments, one of which is responsible and the other not. Two groups of provincial government subjects were created. The other group was moved, and one group was reserved.
Explanation:
- The foundation of dyarchy was the split of each provincial executive branch into divisions that were both dictatorial and accountable to the people. The first was made up of executive council members who were once again chosen by the crown. The second was made up of ministers chosen by the governor from among the elected provincial assembly members.
Reasons of failure of dyarchy system:
- Dyarchy system flaws: The Dyarchy system was a complete failure. Subjects were not properly divided, and ministers in charge of different departments lacked sufficient funding for development.
- The governor possessed unrivalled financial authority. The ministers' authority over their ministries was limited.
- A distinction between the two portions proved flawed in practise since reserved and transferred subjects had trouble interacting with one another.
- Not politicians, but bureaucracy, was to blame for the secretary of state.
- The Muslim League and the Congress did not cooperate: The Muslim League and the Congress were two significant political parties in British India. Their hostility has grown as a result of the British policy of "Divide and Rule." Instead of focusing on administrative reforms, both parties were focused on defending their respective positions.
- Negative Bureaucratic Behavior: British public employees were not prepared to work for Indian ministers. They exhibited consistently bad behaviour.
