The Mandal Commission recommended that 27% of government jobs be reserved for the socially and economically backward classes...
Twenty seven per cent was also to be reserved in all government run institutions of higher education....
This 27% was in addition to the
22.5% seats already being reserved for
people belonging to the SCs and STs, thus
adding up to 49.5%....

The Mandal Commission, or the Socially and Educationally Backward Classes Commission (SEBC), was established in India on 1 January 1979 by the Janata Party government under Prime Minister Morarji Desai with a mandate to "identify the socially or educationally backward classes" of India.
