i.Initially Congress had ignored the dalits for the fear of offending the sanatanis,the conservative high caste hindus.
ii.But Mahatma Gandhi believed that swaraj would not come for a thousand years if untouchability will not be eliminated.
iii.So dalit participation in Civil Disobedience Movement was limited.

earlier of the civil disobedience movement the dalits have no participation in the society . they r pressurized by the people and were denoted as lower by the people but gandhiji during 1933  suported dalits and raised a movment with dalits for swaraj.then dalits were one of the active participants
