By August 31, 1920, the Khilafat Non-Cooperation Movement started. People resigned from government services; shops selling foreign goods were picketed; students boycotted schools & colleges; &' hartals' & demonstrations were held. By the end of 1920, the Khilafat Movement & the Congress Non-Cooperation movement merged into one nationwide movement.

Explanation:

1st Stage: Surrender of titles that the government awarded.

2nd Stage: Boycott of civil services, army, police, courts and legislative councils, schools, and foreign goods.

3rd Stage: Then, in case the government used repression, a full civil disobedience campaign would be launched.
