what were the suggestions laid down by The Mandal Commission?

Answer:

The idea is to give a social lift upwards to the other backward classes. Also the commission recommended for a gross change in the way other castes and society looks at the people from OBCs. Commission felt that OBC were discriminated over ages. They were not given their share in the society.
