Mandal Commission was set up on Jan 1 in year 1979 by
then Prime Minister Late Sri Morarji Desai. The commission was headed by
then Member of Parliament Bhindeswari Prasad Mandal from Bihar. Mandal
commission was started and pushed forward by National Janata Party.
The Mandal commission was set up to identify in the country, various socially, economically and educationally backward castes and classes. The people belonging to these castes and classes were to be classified under OBC or Other Backward Classes.
OBC were recommended for 27% reservation in jobs in the government offices and public sector undertakings. The OBC recommended for relaxation of the upper limit for age for candidates belong to these classes. The idea is to give a social lift upwards to the other backward classes.
Also the commission recommended for a gross change in the way other castes and society looks at the people from OBCs. Commission felt that OBC were discriminated over ages. They were not given their share in the society. Commission recommended their upliftment in many other ways other than just reservations. Even in elections and seats for people's representatives OBC have reservations.

It may appear the upliftment of Other Backward Classes (OBC) is part of the larger national problem of the removal of mass poverty. This is only partially correct. The deprivation of OBCs is a very special case of the larger national issue: here the basic question is that of social and educational backwardness and poverty is only a direct consequence of these two crippling caste-based handicaps. As these handicaps are embedded in our social structure, their removal will require far – reaching structural changes. No less important will be changes in the perception of the problems of OBCs by the ruling classes of the country
