A 1909 legislative enactment, called the Morley-Minto reforms, conferred some political reforms which encouraged the constitutionalists in the Congress. Indians who could be elected to the legislatures on the basis of the 1861 Indian Councils Act increased numerically.The Government of India Act of 1919, made a provision for classification of the central and provincial subjects. The Act kept the Income Tax as a source of revenue to the Central Government. However, for Bengal and Bombay, to meet their objections, a provision to assign them 25% of the income tax was made.Salient Features of the Government of India Act 1935 were as follows: Abolition of provincial dyarchy and introduction of dyarchy at centre.
