Answer: Under the Pallavas, there were three types of villages. Ur was the common type of village, where people of all castes lived. Sabha was the brahmana village that was given as a grant. Nagaram was were traders lived. The village assembly controlled irrigation, managed the affairs of the temple, and maintained tanks and roads. Decisions could be taken by majority votes. There were such assemblies even for merchants, weavers, craftspeople and also students.
