(1) The moderates were in favour of economic development under the British rule, whereas the aggressive nationalists believed that the country cannot undergo economic development till there is end of the British rule.

(2) Moderates were believers of legitimate means to pursue their objectives, whereas aggressive nationalists believed in sacrifice and martyrdom to achieve freedom.

(3) Government had a liberal attitude towards moderates, but it was rude towards aggressive nationalists. The moderate leaders (Dadabhai Naoroji, Gopal Krishna Gokhale, Surendranath Bannerjee) were never arrested whereas aggressive nationalist leaders like Lala Lajpat Rai, Bal Gangadhar Tilak, Bipin Chandra Pa! etc. were arrested several times.
