The colonial government wanted to bring the grazing lands under cultivation so that they could get revenue and agriculture goods form this land. Wasteland rules state that the uncultivated lands were taken over and given to select individuals who were granted concessions and encouraged to settle these lands.
To colonial officials all uncultivated landappeared to be unproductive. It produced neither revenue nor agricultural produce. It was seen as 'waste land' that needed to be brought under cultivation. From the mid-nineteenth century, waste land rules wereenacted in various parts of the country.
