In federal form of government there is division of power at two or more centres of governance. There is central power or federal as called in America.
In India there is division of power at centre and different states. Generally the states are free to exercise their power without any interference by central govt.
In Unitary form of government there is only one supreme or central seat of power . There is no diviof power by constitution. But the sake of efficient governance the central powers may delegate power to sub-units created by government.

In either there is only one level of government or other levels are subordinate to the central government. The Central government can pass orders to the sub-units.
