After Admiral Perry’s rude awakening — his uninvited “visit” to Tokyo Bay with a squadron of black hulled warships— Japan was electrified with the requirement to arm and modernize virtually instantly. They did so with imported European and American hardware and knowhow. Railroads proliferated rapidly. Artillery and Western military practices were procured and disseminated. In a quarter centuru the Meiji effectively industrialized and modernized Japan. Feudal remnants remained well into the twentieth century — Mitsubishi Zero fighters wete delivered to the Impetial Navy towed by bullocks. But in 1904, Japan iblitered the Russian Imperial Fleet and humbled one of Europe’s great powers. That was rapid development.
