The best way is to write balanced force equations for each of these blocks using a free body diagram for each.

I'll write the equations directly.

Remember here because the lift is being accelerated up, we'll have to take the pseudo force on each of these blocks in the downward direction in lift frame while writing force equations for equilibrium.

Writing the equations in ground frame will make no difference you'll realise that easily.

For lower most block:

T1 = mg + ma

For second block:

T2 = T1+mg+ma = 2(mg+ma)

For upper most block :

T3 = T2 + mg+ma = 3(mg+ma)

So,

T3/T2 = 3(mg+ma)/2(mg+ma) = 3/2 = 1.5
