You can't choose force as a fundamental quantitiy because its made up of mass and acceleration(Length and time) but mass is a fundamental quantity as it is not MADE up of any other dimentions.

Force = F

Length = L

Time = T

F = Mass × Acceleration

F = m × a

m = F / a

m =  \frac{f}{ {l}^{1} {t}^{ - 2} }  \\  \\ m =f {l}^{ - 1}  {t}^{2}

Take the dimensions in capitals.
