Potential energy is always measured relative to some zero point.

Most common zero points are:

Infinity

Let U be the potential energy, then:

If the zero of potential energy is taken at the center of the earth then U = 0.

If, on the other end zero potential is taken at infinity, then U = -GMm/R

Where:

G = 6.67E-11 Nm/kg^2 , gravitational constant

M =5.97E24 kg, mass of the earth

R = 6.37E6 m, radius of the earth

Then U = -7.2E7 J/kg at the surface of the earth.
