    As the bag is floating (containing in water) in water, it is pushed upwards by water from all around it. The buoyancy force is equal to the weight of the volume of the bag. That is same as the mass of water inside the bag. The mass of the bag is negligible.

Hence buoyancy force = weight of the bag. 

The weight shown by a spring based weighing machine, will show zero.
