What you see as the internet is basically a peek into your ISP’s computer. Your connection to your ISP can break, or your ISP’s computer can break. Then you’ll then be unable to access the internet - although the internet will still be there. Your ISP’s computer connects to various other computers around the world allowing your PC or phone to communicate with them. Sometimes the connection takes such a long time that your browser times out, but eventually it will work. The biggest problem facing the internet is that the volume of traffic can exceed the available bandwidth and everything runs very slowly with time-outs. That is especially true if the traffic is generated .
