Even still the internet likely would continue to exist in some fashion but you’d be able to take down and break a lot of websites basically resulting in a severely crippled internet.

Only a government or extremely rich company with no morals or care for laws could do enough damage to essentially cripple the internet in this way.

Based on some of the info snowden released I would say the United States has this capability. And could probably do it very quickly. Its not in the interests of America to do this however as the internet is a huge economic boon for the US and helps give it military options not previously available before the internet.
