What will happen if a raincoat is made from cotton fabric? Why?

as it is dry desert area.

it will hold the water in it and thus the raincoat will not protect you from rain but it will make you wet. It is so because it have more water retaining capacity but plastic don't have this capacity and thus plastic is preferred to make raincoats as it continue the flow of water and don't hold it.
