The probability for such an event is practically zero in the next few billion years. If the Earth stopped spinning suddenly, the atmosphere would still be in motion with the Earth's original 1100 mile per hour rotation speed at the equator.

if the earth stop to rotate than the ocean water will not stay on the equator it will rush to the poles. The time will become longer. If the earth stops than many contries will not get sunlight the plants in that contries will not be able to perform photosynthesis and the people in that contries will die.
