Cotton is good water absorber and holder. Hence, if water is poured in it then it absorbs all the wayer and stores it .
We know that seeds required water , Air, etc to germinate.
If we put seeds in this wet cotton then seed will germinate. As, seed will get enough requirements to germinate.
