That would depend on where you are. If on solid ground well above the level of nearby rivers, you’d merely get wet if you stepped outside. If you were on the side of a hill made of loose layers of sediment, sooner or later the ground would get so waterlogged that it would slide out from under you in a landslide (search for images of landslides triggered by heavy rains in western Japan and an earthquake in Hokkaido, earlier this year). If you lived in a river valley, as most people do (settlements start out near good sources of water, then grow into cities), water would flow over the banks and into the nearby homes and buildings, and in many areas water rushing out of narrow valleys would cause flash flooding that would just wash those homes and buildings away.
