Muscle are not contracted in winters, the blood vessels (arteries) just under the skin are. This way less blood flows through them so less heat is lost to surroundings and a person maintains heat in the body which is necessary for metabolic activities like the function of enzymes. Otherwise, a man can die if the vessels relax because a lot of heat will be lost to surroundings as more blood will flow through them.
