in plants, phloem is responsible for the trnasportation of food.
thus, if phloem is removed from a plant , then there will be no medium for the plant for the supply of food and the plants will not be able to get the required nutrients. so, the plants may die.

If the phloem at the base of a branch is removed, than lower area of the branch will not receive food from the leaves. But the plant will not die, as it will continue to receive food from other branches as food can move in phloem in both the direction.
