What will happen if there is no rules and regulations in a country

A state of anarchy would be in place, and you would soon have bands of armed men strong-arming people. Others might band together to try to protect themselves. It would be Rule of Might, and each person would have as much as they could protect with their own power.
You would quickly have groups coming together, some larger some smaller. Some would be very aggressive, others more focused on defense. Those who could would take what they wanted from those who could not defend it from them. It would be extremely violent in most ways.
Eventually you’d have large enough groups that laws would begin to appear again. While a pocket here and there might form around a leader who wished to restore laws as they were or with some level of Liberty, mostly this would be a new form of King ‘laying down the law’ to his followers. Every group has rules, right?
Remember: Lawlessness and anarchy are a vacuum of authority. Nature abhors a vacuum and will fill it with something
Society as we know it would quickly break down. Chaos and murder and suspicion would reign. People would start to hoard valuable materials. Houses would be barricaded. The most ruthless people would use their weapons upon the less ruthless. Food in the cities would quickly dry up and there would be a mass exodus into the countryside as hungry people look for food. Riots and armed mobs would rule the land. Electricity would cut out as would gasoline and fresh water.
A new form of government would quickly arise. The wealthy and powerful (and ruthless, those willing to use violence) would fill the power vacuum left when the old government disappeared. A new oligarchy/plutocracy/fascism would be established. First on a small scale, individual communities. Later on a larger scale of towns, counties and states.
