the term cosmic ray almost exclusively refers to massive particles as opposed to photons,which rays are high energy radiation,mainly originating outside the solar system. cosmic rays produce a showers of secondary particles that sometime reach the surface.
the oh-my-god particle,the highest energy fermionic cosmic ray detected to date,had an energy,while the highest gamma energy rays to be observed.
these very high energy gamma rays are photons. hence the highest energy detected fermionic cosmic rays was around 3000000 times more energetic than the photon.
