TRICK:
As the applied voltage is less than both of them , Neither a or b will fuse
OR
I1 = P/V = 40/220
I2 = 100/220
R1 = V^2 /P = 220^2 / 40
R2 = 220 ^2 / 100
Current through the circuit
I = 40 /(R1+ R2)
Which will be less than both of the bulbs and thus both will no fuse
