Usually, photodiodes are operated in reverse bias because the fractional change in reverse current is more than the fractional change in forward current. So, the detection of small current flow becomes easy due to less current flow in reverse biasing ( to detect optical signals).

Whereas in forward biasing, huge amount of current flows, by which we cannot detect the photocurrent produced by the photodiode.
