If there was no government in the state then the criminal rates will increase..Although there will be police to handle criminal cases but the law enforcement will be very weak and criminals can get out of jail easily or even not get arrested.
Moreover the state will face many difficulties and not get any financial or defencive support.
There would be no currency, and towns would be forced to barter and trade goods between themselves to survive.

If there was no government only..Of course humans may find a way to stop criminals..So police might exist
