If Shin appeared in the monsterverse, Legendary would immediately hunt him down and vaporize him just like he did Ghidorah.

So Legendary can easily harm Shin physically, and his atomic breath is crazily powerful and could send him flying even. But Shin's fire power is crazily more superior. In the end, Legendary can body shin up close, but from a distance he gets killed horribly. So, a tie it is.
