When lime water is passed through carbon dioxide it turns into milky white due to the formation of calcium carbonate and water precipitate. Following is the chemical reaction for it :

Ca(OH)2 (aq) +  {CO_2} ------>  {CaCO_3} (s) +  {H_2O} (I)

It's a chemical change because it can not be reversed again.
