secondly if he does not have a cell he should go to that place which he know and the place should be safe.

Child should ask anyone older or mature around him so that he would take him to the officials who announce things in fair through mike so that they can announce that XYZ child is found if his parents are listening then pick him/her from them it's probably the most natural and obvious thing a child would do
