In Velocity-Time graph if the line is parallel to the time axis then this means that velocity does not change at any time and thus velocity is Constant. Since the velocity doesn't change means there is no acceleration or retardation and thus the acceleration on this body is Zero!

Answer:

When velocity time graph is parallel to time axis, velocity = constant, i.e., acceleration of body is zero.
