The black holes will try to rip each each other apart constantly.

They will orbit each other and they will lose some energy trying to get closer.

Once they both get close enough, they form a super massive black hole.

But the mass of the "super" black hole would not be the sum of the masses of the smaller black holes. It would be a bit lesser than the sum cause energy was lost earlier.
