It depends on the person who hears it whether it’s creepy or not. Still I’ll give this a shot. As it’s something you could say while passing and not necessarily saying to the stranger we have a lot of options:

“What do you mean I have a highly contagious disease?” (When talking on a phone)

“Yes, the target suspect just passed me. He is wearing a blue jacket.” (Or any color / item fot that person)

“There is no police or military in the vicinity, proceed as planned
