What would be the effects on a plant if all its chloroplasts are removed?

It depends when, how, and what kind of plant cell it is. A lot of plant cells do not have chloroplasts, but rather have protoplastids, small organelles from which chloroplasts and other plastids develop. Fully developed functional chloroplasts are present in cells involved in photosynthesis, in leaves and also in stems in herbaceous plants.

Removing chloroplasts would be a difficult proposition, because there are many of them, and I’m not sure how would you go about it - but if you managed to get rid of chloroplasts and place the cells in a nutritious axenic medium, it might live. You can also take plant cells without chloroplasts and culture them - that’s how the plants are sometimes cultivated when transformed by genetic engineering.
