Well let's do some math.

c is the speed of light, i.e. c is equal to the distance covered by light in one second. if

c = 2 π r

r = c / 2 π

60 rpm means 60 × 2π angel per second = 120π per second.

This means the angular velocity would be 120π

We know that (atleast I do)

velocity of a point = angular velocity × radius

So, velocity of the points on circumference

= 120π × c/2π

= 60c

which means the tip would be going 60 times the speed of light which is, if you ask me, insanely fast.
