Answer:

If a bill fails to be recommended and returned within 14 days is that it should be returned to the  Lok Sabha .

Explanation:

The legislative council contains members from the  Lok Sabha and the  Rajya Sabha.

When a bill has not received any substancial attendance and is not returned within 14 days it is that it must be returned with or without any recomendations .

It is then expected to begin fresh  debating to meet quora in the   Lok Sabha .

It is then taken through the legislative council and if it passes it is presented to the president for signing.
