Hi friend this is indeed a good question.
We all know that the sand paper has a rough surface which is due to the embedded sand particles. These particles when observed under microscope have sharp and irregular surface. So when we scrape the metal sheet with these papers they create scratches on the surface of the metal sheet. When the surface of sheet is scratched the shiny lustrous metal is seen.
But this doesn't happen with the ordinary paper as they are smooth and cannot scrape the metal surface.

Their luster or their shine would become less because sand paper is rough and would cause scratches.
