Let's first see what would be the implications and afterwards we will talk about relief measures.

No rainfall for the entire season.

As a result..

Very less cultivation which would be driven by rivers and lakes till they dry out( also including some man made storages like underground storage etc).

Shortage of drinking water, lowering of underground water table, less water in dams, waterfalls etc.

As a result…

Farmers will commit suicide, very less food available so prices would leap quantumly . Poor who can't afford will die of starvation , malnourishment will spread , famines disease.

People will die of thirst , industries would shut shop. No Hydroelectric power , doom of aquatic life, fishermen will be affected.

As a result…

Economy will become unstable , politics will be played by every opposition party, imports will collapse , exports will jump up exponentially , country will be in debt

.

.

.

Now some measures that the ruling government might take …

Loan from friend nations/world bank. Import food from other countries but that would be too costly as even a few countries couldn't provide food for such a large population also India is a giant exporter of food and several countries depend on her. Import duties may be slashed .

Now some other non governmental developments that may take place.

Packaged water will become costly. Some will see this as business opportunity and set up packaged water companies other might sell purified sewage water. Lot of foreign investment will be attracted towards this area.

A lot of other things would happen but I don't think without any rainfall we would be able to keep standing. The nation will be in turmoil . I don't think anyone can imagine that phase.

Hope it won't ever become reality!!
