If there were nobody to clean it, then presumably there would be nobody there to mess it up.
If there is someone to mess it up, by definition there is somebody to clean it, but convincing neighbors that it's their responsibility to do so could be challenging, especially if it wasn't previously.
I can clean my house. If the street were up to me to clean, I'd ask help from those I'm cleaning up after.
