It would be a bit like driving in India. Everyone would do their best to get through in one piece, ideally not hitting anyone, or getting hit. It can work out fine, but driver enjoyment is out the window. Which is why no one who can help it in India drives themselves, but has a driver, who, in my opinion, is stuck doing an awfully tough job I wouldn’t want, even for a lot of money.
Everyone and everything is on the road, and I mean, all over it. People, cows, cars, trucks, airplanes, UFOs… all mingling in a jolly fashion.
During my years in India, I never saw a single accident.
But commuting to work, even as a passenger in the back of an air conditioned car, was an exhausting experience. It’s never steady, but a never ending stop and go situation with constant negotiation.

If there were suddenly no rules then a lot of sensible people would drive more carefully and there would be a small increase in accidents as people make mistakes
Unless, of course, you let the rest of the country drive as well - the people who decide to live their lives on a knife edge of time - and hence are always in a mad rush - will drive too fast for the new circumstances and will take shortcuts with no regard to what is convenient for others - and cause a lot of accidents
A lot of other people will try and be sensible but will see opportunities to go on the other side of the road or whatever - and cause accidents
And at bust junctions there will be no control - so it will all jam up
So - the best bet would be to invest in a garage that repairs cars - including some bodywork. You would think there would be massive demand for bodywork but I think it would only be for cheap and quick stuff - no point in making the car look as good as new if it is going to get bent again tomorrow
It would be a bad time to invest in a new car sales business - no point in having a nice new car when it will get banged up within a week.
Good time to invest in a company selling small ex-army tanks - old soviet ones seem good value - guns aren’t always properly decommissioned either - which could be useful!
