What would happen to the leaves of the plant that was losing water by transpiration faster than it was taking it up from the roots

It depends on the environment. In general if leaves lose water faster the roots will pull water fast from ground to make the balance. It happens all the time as seasons change through out a year. But this works with in a certain boundaries, which I will call as design envelop. If the situation goes beyond the design envelop the tree can protect itself either dropping off the leaves or growing roots further to reach water resources. In an extreme case tree will die, just like humans. If you dehydrate too much you get in to shock first and if not treated you die.
