The Golgi apparatus helps in development of cell membrane / plasma membrane . Without Golgi apparatus , the plasma membrane would not exist therefore there will be no protection . The plasma membrane also regulates interaction inside and outside the cell therefore no waste would be able to exit the cell due to absence of plasma membrane.
