This is called a Sextant. It has six units of measurement on a 125 degree compass, so that wherever you are on the planet, you can use the stars at night and the Sun during the day to determine speed, direction, and time. Before clocks or standard time, this was the only way to know exactly when you were located.

Without Standard Time, or more precisely, Arabic Time (60 seconds in a Minute, 60 minutes in an hour, 60 hours in a fortnight (2 and a half days), 60 fortnights in a year (150 days marked the ancient Anon), 60 years in a Solar Cycle.
