The hydrilla are aquatic plant. The strong stem of hydrilla would have resulted in less stability in floating and also would have restricted photosynthesis reaction based on huge leaves.

EXPLANATION:

Because the buoyancy in water need the flexible stem not stiff stem, hence maintain the floating properties of plant which is regulated by gas filled stomata.

The huge leaves may cause the plant to urge for more photosynthesis which is difficult in aquatic plant and hence small leaves are well supported in hydrilla.
