If I had taken him to the the police, I may had solved my problem but I am also losing a way to help that boy, because I believe that I am the only person who can help that boy to came out from this bad work. If I had taken him to the police the boy will never stop his work, he can never learn anything good, he can't be educated.

So, he don't need police, he need a person to teach him the difference between good and bad.

The theme of the story suggests that the different way to solve a problem can lead to good results also. Like if Anil had took Hari to the police to solve his problem, he can never see a good change. But he choose another way that is the way of love, friendship and kindness that leads to a very good change.
