I, as a DM will think about the breeding ground for corruption. Greediness is the breeding ground for corruption. Now what is greediness. Greediness is the interest to possess more than our requirement. Excess wealth and excess property like the immoveable properties like land, houses, and moveable properties like gold.
If we can restrict the land deal and gold deal, we can stop the greediness to a very great extent and stop corruption in our country.
If we stop buying and selling of properties and gold, the corruption will come to a stand still.
As a DM , I would call for a assembly meeting and decide the fate of property of the individual and make it null and void for transaction to zero. All land and structures will be under the control of the collector, and the gold value will be made to zero. If this can be done in the country level, the corruption will come to zero level.
