Giving and receiving bribe ,both are offence. If you apply for a favour in a department, first apply for it as per rules. Approach the concerned officers in person without any touts. Wait for reasonable time . Then remind him frequently without embarrassing him. In case, any touts, coming and ask for bribe , you can straight away go to the officer and report about him boldly. If you do this, the entire office will be beware at you and your request will be settled in time.
