That depends. I can talk about the situations in China I experienced.

If the teacher selects the class monitor, he or she is likely to choose a student who has good grades, especially in the primary school and high school. Before I went to the university, the monitor and the other numbers of the class committee in my class were always selected directly by the head teacher. Usually they were good at studies. It is kind of unfair to judge only with grades but we can do nothing to make it better and that’s the reality in China.

In my senior high school, our teacher used a democracy method to select. We could vote. However, it was just seemed to be fair. Because of years of influences of Chinese education, almost everyone developed a ossified thinking that the high-marks students are ought to be selected by us. So there was no obvious difference in such a votation.

Now I am in the university and the situation is better. We have more chances to vote by ourselves. But there is no doubt that we still hold the past thinking ways and can not be truly objective towards others.

That’s the fact in China. Our education focuses more on marks and is lack of the complete coverage of the judgement towards a student. It is caused by our nation’s developing reality. After all, different countries have different society problems.

But I have to say that we are trying to create a better environment for children and this kind of situations is being improved gradually. I can feel people’s development in thinking, especially in the university and when people leave the school to work in the society.
